The Coalition of Finance Ministers for Climate
Action (CFMCA) held a pivotal regional event, the Sustainable Horizons
Conference, aimed at enhancing the role of Ministries of Finance (MoFs) in
advancing climate action across Sub-Saharan Africa. The two-day conference
facilitated crucial discussions, peer-to-peer learning, and the exchange of
innovative ideas to foster a socially just and low-carbon transition in the
region.
The event was opened by Hon. Henry Musasizi,
State Minister for General Duties, who represented Uganda's Finance
Minister Matia Kasaija. Musasizi emphasized the importance of mainstreaming
climate considerations into policy frameworks and economic strategies, stating
that "Our role as Finance Ministers extends beyond fiscal management; it
encompasses shaping policies that drive economic prosperity while safeguarding
our environment."
The conference covered several thematic areas,
including Nationally Determined Contributions (NDCs), climate adaptation, green
growth, and the establishment of dedicated climate units within Finance
Ministries. Amos Lugoloobi, the Minister of State for Planning,
highlighted Africa's vulnerability to extreme weather, droughts, and rising
temperatures, which threaten livelihoods and economic stability. However, he
noted that the continent's abundant natural resources for renewable energy,
such as solar and wind, provide many opportunities for sustainable development.
"African nations can harness their potential
for green growth," said Lugoloobi. "The outcomes of this meeting will
contribute to the Coalition's climate action statement at the World Bank/IMF
meetings in October 2024."
The Sustainable Horizons Conference showcased
various offerings from the CFMCA, including its flagship Guide, and facilitated
discussions on the critical role Finance Ministries can play in driving climate
adaptation action across the African continent.
"This event is a testament to the commitment
of African Finance Ministers to addressing the climate crisis," said the CFMCA Secretariat. "By
fostering collaboration and sharing best practices, we aim to empower
Ministries of Finance to be at the forefront of the transition to a
sustainable, low-carbon future."
